Perma.cc is a tool for creating persistent, stable links. This helps to reduce "link rot" - citations and references to online sources that later disappear or change. Link rot is a major challenge for academic publications such as Law Reviews and Journals, where stable links to cited resources are necessary to ensure continuity in scholarship. Judicial opinions are also affected by link rot. A 2014 study from Harvard Law School found that more than 70% of the links in a sample of law journals and 50% of the links in Supreme Court opinions were no longer functional.
Perma.cc was founded by Berkman Center at Harvard, and is maintained by the Harvard Law School Library. Biddle Law Library is a Perma.cc partner organization.

Using Perma.cc is simply a step in the publication process. Journal editors can choose how to organize workflow to fit their needs. Possible options include:
